Senior structural engineer Charles Miller, to fix building's inherent leak, installed flood-control canopy at his own expense. Neighbor David Warren reported it illegal. Miller complied, removed it. Storm hit; rooftop water poured through design flaw into Warren's floor, causing major damage and loss.
