A storm sweeps through the coastal city of Clover Bay, where five-year-old Poppy Bell gets unexpectedly separated from her mother Olivia, who is on an animal rescue mission. Biscuit, a retired K9 Golden Retriever, becomes her only guardian. To find her mom, Poppy rides on Biscuit's back, and together with Nugget, a clever stray Corgi, they travel through a dog parade, a sunlit farm, a candy carnival, a water kingdom, Blueberry River, a snow mountain train, and a super pet festival. Dot and Gus, the hapless show assistants, chase Biscuit all the way, only to be constantly foiled by their own schemes. The live broadcast finally gives Olivia a clue to her daughter's whereabouts, but the long-awaited reunion is interrupted again by a runaway airship. Amid the thunderstorm, Poppy and Biscuit rescue trapped animals together, and end up drifting toward Moonbeam Harbor. When mother and daughter are reunited, Biscuit is about to slip away quietly, but Poppy turns around, hugs it tightly, and firmly invites it to come home with them. Olivia eventually adopts both Biscuit and Nugget, and establishes Bell’s Haven Animal Shelter, so that the heroic dog finally gets a home of its own for the first time after leading the little girl back to her family.
